When I go to the grocery store to buy a five
thousand Rupiah chocolate, I will directly know what will I get
when I buy that chocolate. If we take a look, there had to be
some ingredients inside the chocolate so that must be worth it if I pay for
five thousand Rupiah. But the funny thing is, this did not happen when I did a
transaction with an institution called Higher Education. Surprisingly, it is
not only me who feel it. My friends also feel confused, for any tuition fee or
UKT that was paid by me and my friends.
One day, I've asked this to my friend, Fathia. She is
majoring in Agribusiness. She did not know what UKT is for, for each semester.
No one ever told Fathia whether UKT that she paid is for the facilities or to
pay the lecturers, or anything else. Fathia never understood where UKT is
distributed. There
is another statement from Syahla, majoring in food technology. What she
acknowledge is, the UKT that every month she pays for 3,900,000 is for campus
facilities and infrastructure, such as buying new tools for practicum
materials. However, there is something interesting again, even so, she still
has to pay for the practicum guide books. "It is no longer included in
UKT, so we had to print the guide book by ourselves because it does not include
in the cost of UKT," said Syahla citing her lecturer.
Not stopping at the exact science students, the mystery
of where the UKT had gone, that was paid by the exact science students, is also
experienced by the students of social sciences and humanities, such as in
English Literature. Yanti explained that she had just realize that after all
this time, the UKT that she paid is also for the book, KKN, and KKL. Because what
they know before, the UKT that her mother has been paying into UNSOED bank
account is for the maintenance of the campus only. Then, Rini also added, that
during this sixth semester she paid the UKT was intended to pay for
univeristy's employees. There is also the response from Nadia, Faculty of Law
student, she realized that UKT which she paid is for tuition, facilities and
KKN that she will undergo in the upcoming month of July.
First thing first, I see from Permenristekdikti No. 22
The year of 2012 in which there is a formula for determining the amount of UKT,
that is:
UKT = BKT - BOPTN
Simply put, UKT which we pay is to fund the BKT or single
tuition. However, not all the costs we pay is for BKT, due partly been helped
by the government through BOPTN or Operational Costs State Universities. In
fact, in article 1 (5), BKT turns out to be the overall operational costs of
students for each semester at every study program in state universities.
Then, let us cross check back with my friends statement above.
Previously, my friend told me that the UKT is to pay the salaries of
employees, some are firmly told to pay campus facilities, KKN and buying
practical tool. And oh, it turns out the money that comes out from the wallets
of our parents into UNSOED bank account is not destined for it all. What we pay
should only be reserved for the operational costs of students. Well, what is
the operational cost of students? In short, the cost of which is reserved only
for students, not intended for lecturers, especially the campus bureaucrats.
But, how do we know what we paid was appropriate or not?
Well, this is still a mystery. Until this time, the campus bureaucrats do not
tell us, and we can never know BKT of our own campus consists of anything. As
in cheating, if there is a cover-up there must be somethinb wrong, right? And
if 'the wrong thing' have impact to us, this is not possible that we are
being cheated by our own univeristy, right? Oh Merciful heaven...
If it is true that we are being deceived, it is fair if
we are aware and fighting for the right for ourselves, right?
And if I quote from Act No. 12 of 2012 on Higher
Education Article 56 (4), that turned out to be the Operator College is
obligated to submit data and information on the organization of universities
and ensure truthfulness and accuracy, which means UNSOED still has a mystery of
transparency to the Single Tuiton.
